Description
Finding:

- It causes a lot of confusion for member states which id to use for the order to refer to in the inFulfillmentOf element. This needs to be clarified: this substanceAdminstration.id should be used if one wants to refer to a specific prescription and not the section.id

Suggestion:

- Clarify the description.
