Description
Finding:

- In the current CDA IGs, the doseQuantity requires both the low and high subelements to be present.

When the doseQuantity is no range, the low and the high contain the same value, which might be confusing. It should also be possible to define the doseQuantity as:

<doseQuantity value="1" unit="{tablet}"/>

First it needs to be presented and agreed in the STF Arch WG
