Description
Finding:

- According to the PS Functional Requirements:

"Significant procedures: provides clinical information about the important procedures, surgical and non-surgical, that the patient had."

To my mind we should not allow to provide procedures with a "negationInd=true" in the PS CDA IG for the Procedures.

Suggestion:

- Add the negationInd attribute as optional and set the fixed value to "false"
