Description
Finding:

- We noticed that the EntryVitalSignsObservation template is used together with the general Observation template ( 1.3.6.1.4.1.19376.1.5.3.1.4.13 ). The general template has an effectiveTime. IF the definition conforms to .13 SimpleObservation it SHALL have an effectiveTime element. Otherwise it is an adaptation, not a specialization.

Suggestion:

- Add effectiveTime element to template
