- In the case the patient has no known allergy or there is no information about allergies for the patient, the hl7:value element must contain a code from the eHDSIAbsentOrUnknownAllergies value set.
Currently, no binding can be set from the hl7:value element to the eHDSIAbsentOrUnknownAllergies value set, apart from a textual constraint.
- Add the binding but also keeping the opportunity to present a valid hl7:value element for the case there is a known allergy.

- In the description of the value element, we read: the "value" element shall be given. This is not represented by the cardinality. The minimal occurrence has to be set to 1.

- During the generation of the IHE CDA validators based on the CDA IG v5.0.0 release it was discovered that the GOC had difficulties with the expressions of the where clauses (https://gazelle.ihe.net/jira/servicedesk/customer/portal/24/DGSANTE-116).
This lead to the discussion whether it makes clinically sense to keep the cardinality of the hl7:value element to unbounded.
After discussions with Semantic expert and STF Arch WG leader, it was decided that this is a typo from the past and it can be restricted to 1.
This makes it possible for IHE to generate the validators on a short term.
