Description
When common value set were discussed, basing also on the CDA template applied, it was agreed to convey the kind of allergy/intolerance in one lement and the agent in a different element (i.e not to have specific codes for "allergy to eggs" or "intolerance to eggs") but say kind of adverse reaction = allergy agent = eggs.

the agent code can be bound to two different value sets depending on if it is a drug or not

Description
Issue:

Allergy code contains among other things Drug Allergy, but Agent code is explicitly about NoDrugs. Potential for inconsistency.
Unclear why the contents of Agent code could not be conveyed in Allergy code, thereby eliminating the need for Agent code. This avoids inconsistencies.
