Description
Finding:

- Caused by the loading of the MVC value sets (provided in excel format) into ART-DECOR by the ART-DECOR team. Problem is that the text is encoded in Unicode (UTF-8) and decoded with Western European (ISO) producing special characters.

They are displayed correctly in the ART-DECOR authoring tool but are wrong in the TEMPLE editor and the BBR file. 

Suggestion:

- For our W3 hotfix release we manually modified all the displayNames of the concepts containing special characters. To find them we used the

following mapping table between UTF-8 and iso-8859-1 unicode:  http://string-functions.com/encodingtable.aspx?encoding=65001&decoding=28591
